Pema and six others temporarily suspended from PPA on alleged anti-party activities
ITANAGAR, Dec 29: The People's Party of Arunachal (PPA) on Thursday temporarily suspended seven MLAs including Chief Minister Pema Khandu and Deputy Chief Minister Chowna Mein from the primary membership of the party with immediate effect for alleged anti party activities.
Other suspended MLAs are Jambey Tashi, Passang Dorjee Sona, Chow Tewa Mein, Zingnu Namchom and Kamlung Mossang.
Following the suspension order issued on Thursday, the Chief Minister Pema Khandu now ceases to be the PPA Legislature Party leader and thereby he is barred from exercising his power and function as PPALP leader , PPA president Kahfa Bengia said in an order. He also directed all MLAs and functionaries of PPA not to attend any meeting called by Pema Khandu "who is now ex-PPA Legislature Party leader, failing which necessary disciplinary action shall be initiated against violators of the order."
"The by virtue of the power vested on me by clause (2) Sub clause (1) of Article XXXIX of the constitution/bye laws of the PPA and the resolution no (b) adopted in the state executive committee meeting on 20.12-2016, I Kahfa Bengia, PPA President on being prima facie found satisfied for indulging in gross 'anti-party' activities, the seven MLAs are placed under suspension temporarily from primary membership of the party with immediate effect pending drawl of disciplinary proceeding against them," Bengia said in a suspension order.
Meanwhile, in its intimation letter addressed to Assembly Speaker, the PPA also requested him to declare the suspended MLAs as unattached members of the house and arrange separate sitting arrangements pending drawl of disciplinary proceedings against them or till revocation of the suspension order by the PPA authorities.
"It is also requested that your good office may kindly communicate the same to the Governor of Arunachal Pradesh for his kind information," the PPA letter written the to Speaker said.
The PPA is a member of the North East Democratic Alliance, a political coalition formed by the Bharatiya Janata Party along with other regional parties.
Congress demands white paper on note ban and black money

ITANAGAR, Dec 29: Stepping up its attack on Bharatiya Janata Party led NDA government at Centre and Prime Minister Narendra Modi over demonetization, Congress party on Thursday demanded white paper from the BJP government asking how much black money have been unearthed since November 8th, 2016.
Addressing the press conference at Press Club here All India Congress Committee (AICC) in charge for Arunachal on demonetization, Ranee Narah along with former Chief Minister Nabam Tuki and APCC President Padi Richo questioned the Prime Minister that how many jobs and livelihoods have been lost since the policy has been announced. Similar questioned were already asked by Congress Vice President Rahul Gandhi to PM Modi.
Alleging that demonetization was well-mannered plan of BJP government to harass poor farmers and common men, the Congress party demanded immediate lifting of restriction of withdrawal amount limit. The grand old party further demanded for immediate institution of an inquiry committee to unearth how many account holders have deposited more than Rs 25 lakhs just days before announcement of demonetization alleging that BJP had informed its sympathizers before announcing it.
Former Chief Minister of Arunachal Pradesh Nabam Tuki in his address called Prime Minister Modi as heartless PM claiming that many people were died while in ATM queue and thousands have lost their jobs after demonetization. "Modi doesn't even condole nor regrets despite hundreds of people lost their lives, how heartless PM he is" said Tuki.
Former CM also termed the demonetization as biggest scam of the decade and stated that demonetization is just to help corporate and rich people and plunder the common men. The entire nation is feeling the pressure of demonetization, the cash based economic has been badly hit and rabi crop farmers were the worst affected one, former CM added.
The Congress party also demanded the compensation for those poor people and farmers who died aftermath of demonetization. It also demanded that guaranteed work days and the wage rate under MGNREGA should be doubled for period of one year. The Congress will launch series of agitations against the demonetization and its impact on common men from January 5th 2017, informed APCC President Padi Richo.
Centre agrees to extend financial support to revamp dairy sector
ITANAGAR, Dec 29: The Union Ministry of Animal Husbandry and Dairy Development has agreed to provide full financial support and assistance for the establishment of dairy firms in the state. Secretary, Animal husbandry of the Govt of India, Devendra Choudhary gave his nod in this regard when state Chief Secretary Shakuntala Gamlin called on him at New Delhi on Wednesday.
Choudhary has asked to route the proposal through NDDB (National Development Diary Board) for one hundred "Muri" Buffalos. He assured that the proposal will be fully shepherded by the NDDB and the Ministry of Animal Husbandry.
The Secretary further agreed to provide assistance for doubling the population of Yaks in Arunachal Pradesh that can be of great value in terms of addressing livelihood issues of the local populace. He also assured provision of market linkages of dairy products through his Ministry.
Secretary, Animal Husbandry further assured to provide Ministry's support in increasing the production of cold water fish such as the mountain trout and piggery in the state as the climate of the state is best suited for enhancing the cold water fish production.
The Chief Secretary Shakuntala also discussed various development issues relating to the Agriculture sector with agriculture secretary of Union Govt, S.K. Pattanayak.
During the meeting, the Chief Secretary requested to provide an enhanced Organic Status to the state as early as possible. This has been a long pending demand with the ministry from the State, she said.
Cultivation of cardamom, ginger, Kiwi and other agricultural products have taken a big leap ahead with high value production but due to absence of marketing linkages, the farmers are not getting the true value for their products, she added.
While responding positively, Agriculture Secretary, Pattanayak, appreciated that the Horticulture and Agriculture products of the state are of very high standard in terms of quality and could compete globally.
When informed that the Arunachal Pradesh is participating in 'Vibrant Gujarat Summit', as a theme State with particular focus in the areas of tourism, floriculture, agriculture and horticulture, culture and cuisine, the Secretary, Agriculture assured to be present in the Arunachal Seminar on G2B and G2G at the Gujarat Summit, and would be deputing nodal officers.
Help pours in for Wakka fire victims
WAKKA, Dec 29: Relief materials like, rice, blankets, utensils and other items besides cash Rs. 60,000 were donated by members of Lowangdong Foundation to the Wakka fire victims here on Wednesday last.
Members of Lowangdong Foundation led by Chief of Borduria, Wanglin Lowangdong along with GBs of Borduria Rohang Pongtey and Ranwang Henkhey, Chief of Lapnan, Ngamgang Rajkumar also interacted with the victims. Lowangdong urged all the youth, elite and village council of Wanchos to change their way of constructing houses to prevent fire mishaps.
Wakka CO, N L Naam, Chief of Wakka, Lungam Wangham were also present on the occasion.
Further, the Khonsa Battalion of Assam Rifles has also reached out to the fire victims and distributed blankets and ration to all affected households on Tuesday last. The AR also organized a free medical camp on Dec 24 last.
Meanwhile, the Arunachal Pradesh State Commission for Women (APSCW), Itanagar had handed over garments, blankets, utensils and other miscellaneous items to Chandan Welfare Women Society (CWWS on Thursday in aid of Wakka fire victim.
APSCW Chairperson, Mitali Tingkhatra also assured to provide all possible help to the fire victims. Owner of ZT Choice Shop, Legi Complex, Itanagar, Drema Sona also donated garments for the fire victims.
Higio Aruni conferred KCG Award 2016
Arunachal must tap own resources, says Pema
ITANAGAR, Dec 29: Renowned social activist and educationist Higio Aruni was conferred the Krishna Chandra Gandhi Award 2016 in recognition of her women welfare activities and contribution in social and education sectors on Thursday.
Chief Minister Pema Khandu handed over the Award to Higio Aruni in an award giving ceremony at Banquet Hall here in presence of large number of dignitaries. Instituted by the Purvottar Janajati Shiksha Samiti (PJSS) in 2007, the Krishna Chandra Gandhi award is being conferred every year to eminent persons for their remarkable contributions in social and educational sectors in the North Eastern region.
Speaking on the occasion, CM Pema Khandu appealed all, especially senior leaders, thinkers, bureaucrats and academicians to come together to evolve a sustainable policy to harness the enormous resources of the state.
Voicing against the 'resource crunch state' tag that has been used by people of the state more often, the CM said, "We have abundant resources. What we have failed is to tap these resources for our economic development."
"With bountiful of resources particularly in sectors like agriculture, horticulture, tourism, hydropower, mines and minerals, we would be insulting ourselves if we say we are resource-crunch," he said adding "We cannot depend on the Central Government forever. We have to harness and encash our own resources and remove the resource-crunch tag."
He reiterated that that trend of utter dependence on the Central Government to meet the state's need must be done away with.
Talking about the education scenario of the state, the Chief Minister said the number of schools have to be rationalized. He observed that the government has established too many schools and is unable to meet the requirements.
"There are schools which do not have any students. We need to close down such schools and focus our energy on the schools that are running well," he pointed while inviting NGOs and voluntary organizations engaged in imparting education to take over government-run schools wherever feasible. He also put stress on quality rather than quantity.
Underscoring the role of teachers, Khandu said the state government has initiated steps to take due care of the teaching fraternity. The state government recently granted gazetted status to all PG teachers and increased the number of teacher's awards to 60 from 30 awarded every year on Teacher's Day.
Drawing attention to the government's recent decision to relax the recruitment rule for PG teachers for Maths and Science streams in the ratio 50:50 that drew objections from few quarters, Khandu said "this is a one-time relaxation only to fill the vacancies created by lack of teachers in these streams."
"The fear that 50 percent of the posts would go to non-APSTs is unfounded and misconceived. Let me clarify that 50 percent of the posts are not reserved for non-APSTs but is open to all while 50 percent is reserved only for APSTs. If our local youths are qualified enough they may be selected from the unreserved quota too. In any case APST candidates will always be given the first preference," he disclosed.
The Chief Minister also expressed his reservation on the 'no detention' clause of the Right to Education Act claiming it has hurt the quality of education. "I have raised the issue with the Union HRD Minister. Hopefully, Central Government will come up with an alternate soon," Khandu added.
While congratulating Aruni, who is also Itanagar Municipal Council (IMC) councillor, Chief Minister lauded Aruni as one of the pioneers of education in the state capital with her Green Mount School established 25 years ago. He also praised her for taking the challenge to successfully run the Kasturba Gandhi Balika Vidyalaya (KGBV) in remote Kenbing village in Kra Daadi district.
After graduation, Aruni formed the Hutto Welfare Society in 1990 and started the Green Mount School in the state capital. The former Founding President of Nyishi NyemAchem, she is known for her contributions in preservation and promotion of indigenous faiths and cultures of Arunachal Pradesh. As a Councillor, she has lead from the front in maintaining hygiene and maintaining sector roads without seeking funds from the government in her ward.
Incidentally, the first ever Krishna Chandra Gandhi Award was also conferred on an Arunachalee - Late Nyong Panyang, a prominent social activist and worker of East Siang district in 2007.
Among others, Dr Tejum Padu, Director Higher & Technical Education, Anima Sharma, Secretary, Vidya Bharati Akhil Bharatiya Shiksha Sansthan, PJSS president Longki Phanchao and secretary Sanchiram Payeng and advocate Pritam Taffo, Vice President, Arunachal Shiksha Vikas Samiti were present on the occasion.

Khandu congratulates Deru
ITANAGAR, Dec 29: Chief Minister Pema Khandu has congratulated weightlifter Jimjang Deru for setting a new national record and becoming the senior national champion in clean and jerk event under 62 Kg category of Weightlifting.
"I am elated by the news of you making it to the new Senior National Champion in clean and jerk category of weightlifting by breaking all previous national records. Indeed it is a history in making as we know and believe that it is just a beginning. There will be many records broken and too many new milestones set in your future attempts. We see you as a bright shining star who will represent not only Arunachal but our nation in all upcoming international event including the Olympics, the CM wrote in his appreciation letter to Deru.
"This is a true recognition of your sincere endeavour and never say die attitude which is sure to inspire thousands of aspiring sportsperson from the state and the nation," he further added.
Fire destroys three houses
JAIRAMPUR, Dec 29: Three houses were completely gutted in a devastating fire which broke out at a residential complex near 17 Mile, here on Wednesday last.
Security personnel of Jairampur Battalion under the aegis of Dao Division had immediately rushed to the site and were soon able to douse the fire. The timely intervention of the security forces prevented spreading of fire to four adjacent houses.
69th Senior National Weightlifting Championship
Sambo Lapung and Kojum Taba win Gold, Lalu Taku secures Silver
NAGERCOIL, Dec 29: Sambo Lapung and Kojum Taba have won Gold in 69 Kg and 85Kg categorically respectively, while Lalu Taku won Silver in 69 Kg category at the 69th Senior National Weightlifting Championship held here recently.
South Asian Games (SAG) Gold medalist Sambo Lapung lifted 125 Kg in Snatch, 166 Kg in Clean and Jerk with a total of 291 Kg.
Since, Lapung still belongs to Junior category, the Indian Weightlifting Federation has treated the 166 Kg lifted in Clean and Jerk as Junior National Record. Lalu Taku, who had earlier won Gold medal at Youth and Junior Commonwealth Championship at Pune, had to settle for Silver Medal in the same bodyweight category of 69 kg. Taku lifted 126 Kg in Snatch, 157 Kg in Clean and Jerk and total of 283 kg.
In the 85Kg bodyweight category, Kojum Taba lifted 146 Kg in Snatch, 182 Kg in Clean Jerk and total of 328 Kg. Kojum, serving as junior commission officer in Indian Army, senior Commonwealth Champion and Junior National Record holder has lifted 11 Kg more than his nearest rival RV Rahul of Railway who lifted 139 Kg in Snatch, 178 Kg in Clean & Jerk and with a total of 317. The bronze medal was won by Harshad Wadekar of Maharashtra who lifted 141,176 and a total of 317.
Peaceful candlelight march held for late Manthai Mossang
ITANAGAR, Dec 29: A peaceful candlelight march was jointly organized by the Changlang district unit of ATA, ASSATA and COSAAP along with Changlang Trade and Commerce Association (CTTCA) at Changlang on Thursday to pay homage to late Manthai Mossang, a Junior Teacher who was allegedly murdered at Miao recently.
Hundreds including members of Galo Welfare Society Changlang unit, Longchang Elite Society, Muklom Elite Society, Tutsa Elite Society besides, students of GHSS Changlang, District Students' Union and Changlang Church Association took part in the rally.
Strongly condemning the barbaric act, all the said organizations have appealed to the authorities to nab the culprits at the earliest and award stringent punishment to the culprits involved.
Meanwhile, the Changlang district unit of ATA, ASSATA and COSAAP have also submitted a memorandum to the Miao Police Station Officer Incharge seeking early timely investigation for early solution of the case.
The body of Manthai Mossang, who was working as a Junior Teacher at Neotan ME school in Miao was recently recovered from TR camp road. While terming it as a case of pre-planned murder, the organizations have further urged the law enforcing authorities to bring the culprits to book at the earliest. It has further demanded capital punishment for the culprits involved.
Further, recalling late Mossang as a sincere and dedicated teacher, the organizations termed his untimely demise as a great loss to the teaching community and the society as a whole.
Two patient care units dedicated to GH Pasighat
PASIGHAT, Dec 29: In a rare philanthropic gesture that would help lots to needy patients in years to come, the Koyu family led by Gonesh Koyu and Ainstein Koyu dedicated two Patient Care Units to General Hospital Pasighat on Wednesday in memory their mother late Oman Koyu who passed away on 15th December 2015.
While receiving the two patient care units, Dr. Kabang Lego, Joint Director, Health Services (R & T), said "it's a noblest move of the Koyu family which will inspire others too." The units will be of used for many patients as the hospital needs more rooms, he said adding that entire management of General Hospital, Pasighat is thankful to the Koyu family who came forward in dedicating such public utility patient care unit in the memory of the mother.
Recalling Late Oman Koyu as one of noblest woman, retired IAS officer, Oshong Ering, said this patient care unit in her name will always keep her alive among us. "Our state has limited funding pattern as we mostly depends on Central Govt. for any developmental project, if rich people come forward and dedicate or donate such units, it would be of great help not only to the public but also to the government", added Ering.
Speaking on the occasion MP Ninong Ering, MLAs Kaling Moyong and Kento Rina termed the dedication of such unit as an eye opener not only to the general public, but also to the political leaders like them.
On behalf of Koyu family, Gonesh Koyu, an IAS officer recalled their mother as very noble who showed them the right path. "We were wondering, what she would do with the savings she had with her, whether she will transfer those to her grandchildren etc. But she had other plan to help the needy patients, so we built these unit in her memory so that, her little savings could be of help to all those patients who visit General Hospital, Pasighat", added Gonesh Koyu.
While showing the well equipped rooms of the units, another son, Ainstein Koyu said that, it was the desire of their mother to dedicate such units to the patients. The rooms are equipped with Air Conditioner, water heater, Geyser, Solar light, flat TV with Tata Sky connection and more.

Siang administration conducts awareness camp on cashless transaction
PANGIN, Dec 29: Initiated by the Deputy Commissioner, Rahul Singh, Siang administration in collaboration with State Bank of India and police personnel conducted awareness camp on demonetization to the underprivileged and ignorant villagers. During the camp, the people with bank accounts were advised to deposit old 500 and 1000 notes before 30th December, 2016 on the spot. Such camps are being conducted in farflung villages with the help of PRI members and public leaders to keep the villagers aware on the current situation post demonetization.
The SBI officials dealt about the need and importance of cashless transaction and also showed their willingness to open Customer Service Points in every village.

Aboh inspects Khonsa sub-jail
KHONSA, Dec 29: Parliamentary Secretary for Geology and Mining Tirong Aboh along with Tirap DC and SP carried out an inspection of the Sub Jail here on Wednesday last and distributed blankets and food to the inmates.
Aboh along with DC, Ravi Jha and SP, Jitendra Kr. Meena also interacted with all the 54 inmates to know about their health and diet.
The DC further informed the Parliamentary Secretary that kitchens, toilets, water supply, electric connectivity and drains were also checked to ensure everything is in order. Strict vigil is also carried out on daily basis through Whatsapp from jail authority about the quality and items of food served to the UTPs, he added.
Pasighat bids Farewell to outgoing DC Isha Khosla
PASIGHAT,Dec: 29: The officers and staff of the office of Deputy Commissioner, bade farewell to the outgoing East Siang DC Isha Khosla here at DC Conference in presence of the incoming DC Tamiyo Tatak on Thursday.
The outgoing DC thanked the people of East Siang for their support to the District Administration in its various initiatives and in maintaining law and order. Khosla made a special mention of the simple and cooperative nature of the people and their receptive attitude to various ideas.

DLC meeting on mission organic
DAPORIJO, Dec 29: District Level Implementing Committee (DLC) meeting of Mission organic for value chain development for North East Region was held under the Chairmanship of Upper Subansiri DC AK Singh on Tuesday. Officials from agriculture department and farmers attended the meeting.

Dikalmukh villagers to push for restoration of Dikalmukh to Barbang road
ITANAGAR, Dec 29: The villagers of Dikalmukh under Dissing Passo circle of East Kameng district in its 6th coordination meeting held on Tuesday have resolved to push for restoration of road from Dikalmukh to Bargang in Assam through Rampur to the state government saying that the only motorable road to the area has been blocked by Assam forest department of Rangagarh beat forest office, RFO Bargang and DFO Biswanath Charali. This was informed by Gaon Burah of Dikalmukh, Taluk Nabam in a press release.
The other resolution passed during the meeting were posting of additional IRBN force in the existing police/IRBN outpost camp at Dikalmukh, to conduct eviction drive against illegally settled Buffalo dairy farm and Cow Dairy farm on both sides of Dissing river bank, checking of ILP and prohibition of hunting and fishing in the area and looking into the issues of Govt IV School and Anganwadi Centre of Dikalmukh and village sanitation problem.
Taloh inaugurates Pareng Dere
BOLENG, Dec 29: MLA cum Advisor to Chief Minister Tapang Taloh inaugurated a Dere (Community Hall) funded by under SPA 2013-14, at Pareng village on Wednesday in presence of Siang Deputy Commissioner Rahul Singh, officers and local leaders. He gave spot sanction of two lakhs for immediate construction of toilet attached to the newly constructed Dere.
Addressing the villagers on the occasion, Taloh assured to take appropriate stem for renovation of water supply line which was laid in the year 1974-75 and also assured to place fund for completion of village link road connecting the main road.

Digital Economy programme for NDRF organized
ITANAGAR, Dec 29: RGU NSS Unit in collaboration with NDRF team, 12th BN, Emchi organized a program on Digital Economy at the premises of NRDF camp, Emchi village, Doimukh on Thursday. The event was attended by Commandant, Assistant Commandant, NDRF officials and around 200 personnel.

Piyong Kachari village wins traditional dance competition at Piyong
ITANAGAR, Dec 29: Piyong Kachari village became the winner of Traditional Dance Competition at the Circle level Traditional Dance and Drama Competition held at Govt. Secondary School, Piyong, on Wednesday. Cheysing Wingko village and Nongtaw Shyam Village came in second position.
The competition was organized by Vivekananda Kendra, Namsai, Arunachal Prant as a part of the Samarth Bharat Parva.
The winning team will go on to participate at the district level competition to be held on January 12 next.

Awareness on cashless fund transfer
ITANAGAR, Dec 29: In view of demonetization of 500 and 1000 notes, Anjaw district administration organized awareness programme on cashless or electronic fund transfer at Hayuliang on Thursday.
Addressing people gathered at market place, incharge ADC Aniyang Ratan briefed them about the feasibility of cashless transaction. He further appealed them to start using the mode instead of hard cash.
A power point presentation on cashless transaction and transactions using USSD short was also demonstrated to the public.
APCSU participates in candlelight march for late JT
ITANAGAR, Dec 29: The Arunachal Pradesh Chakma Students' Union (APCSU) took part in a peaceful candle light march organized by teachers associations at Miao on Thursday to pay homage to Late Manthai Mossang, a junior teacher who was brutally killed by miscreant/s recently.
Meanwhile, the union has resented over Miao administration's decision to not allow them to hold career counseling programme at Miao. It has been conducting series of career counseling programmes for Chakma students.

Food industry
Dear Editor,
Currently it is quite unfortunate and difficult to get realistic estimates of the potential growth of the global nutraceutical and functional food industry for 2025 or 2050; since no white paper or projection report or authenticated industrial global report are easily available on the topic. Without fully funded projects, no institute, organization or individual is also interested in spending considerable time in collecting base data and research necessary for making meaningful projection for 2025 and 2050 for the said emergent industries. However, based on ground realities, although nutraceutical and functional food industry has immense potential; but does not have the financial opportunity and global, regional or local support to grow considerably to replace or develop into a major industry to either replace or become a viable alternative to the pharmaceutical as well as conventional food industry globally. The global nutraceutical and functional food industry is going to continue to grow with the conventional challenges of an emergent are for the next decade or so before it has a strong global presence. The industry is expected to increase its percentage of global share in the form of global niche market by 2030. It is certainly going to expand by 2050; but by what precise percentage needs serious research and investigation.
